The history of forming of QMS University
KazNTU, following instructions of the Ministry of Education and Science of RK on further improvement of quality of educational services of High schools with the using of world leaders experiences in the field of education, in 2004 got down to work out of quality management system of university. By order of Rector on implementation of QMS and it’s maintenance in working condition was appointed the representative of Heads on quality – the first vice-rector. Was formed the new coordinate body – working group in the structure of which were leading employees of high school, knowing the processes of educational activity. For the structuring of effective quality management system in the sphere of educational and research services and realization of politics of university in the field of quality was created the center of quality management (CQM).
The quality management system is created on the basis of International standards ISO of series 9000.
An approach to the structuring of quality management system (QMS) based on the requirements of International standards ISO 9000:2000, is supposed to demonstrate High School’s abilities, to make the production satisfying the consumer, and their requests are regularly traced and studied. In compliance with requests of standard ISO 9001:2008, the main objectives of High School must become increasing satisfaction of consumers – personality of society and government – in educational services, training of specialists, scientific production and etc. By the task teams of KazNTU and CQM in 2005 were worked out the basic document procedures of QMS of university.
In May, 2005 by Rectors’ Order № 244 –p dated from 31.05.2005 the quality management system of KazNTU was put into operation.
In August, 2005 – QMS of KazNTU passed the certificate check up for a correspondence to International Standard ISO 9001:2008 and received the double Quality Management System № 05243026 from 11.08.2005 from Association on certification “Russian register” and the International Network Agencies on certification “IQNet” concerning educational activity in training of personnel with the higher vocational training (a bachelor, a specialist) in accordance with State general standards of high vocational education.
In August, 2008 KazNTU passed the recertification and reaffirm of the double certificate of QMS with regard to activity in the field of education, holding of scientific investigations and certification of QMS for compliance with the requirements of International Standards ISO 9001:2008 from Association on certification “Russian register” and International Network Agencies on certification “IQNet”.
Purpose of QMS
QMS is called to ensure the quality of giving services and adjust the quality to expectations of consumers. At the same time the main task of QMS is no control of each separate service but making of systems which allows barring from error appearance leading to the low quality of services. In the result of conditioning QMS must guaranty the correspondence of graduating students of university by qualifying requirement of State educational standards, wishes and recommendations of interested sides. At proper functioning of QMS, the charges for training of specialists must be optimal. The progress must be attained in the results of implementation and maintenance in working conditions of QMS, working out of permanent improvement of activity subject to requirements of all interested sides.
Structure of a QMS
QMS consists of the following elements: organizing, processes, documents and resources. In compliance with the definition of ISO, organization –a group of employees and necessary means,
the distribution of responsibilities, authorities and relationships.
Process is a set of interrelated and interacting elements of transforming the “inputs” into “outputs”. Very often “inputs” processes are “outputs” of other processes.
Important meaning for a QMS is the concept of procedure. Procedure is a set way of activities or processes. The procedure can be called a process (a set of processes). On the other hand it is a document describing the rules of fulfillment of process. Document is information (relevant data) placed on the media. Resources of a QMS are everything that provides quality management.
What do we need to create a QMS organization?
• identify basic processes of activity;
• establish the sequence and interaction of processes;
• detect the criterions and methods essential for ensuring an effectiveness of both work and
• ensure an availability of resources and information essential for supporting the work and monitoring
• observe, measure and analyze the processes;
• take necessary measures for achieving of planned results and permanent improvement of processes;
The principles of a QMS university in accordance with the requirements of ISO 9001:2008 are:
• customer orientation;
• leadership in statement of a goals and achieving them;
• involvement of all employees in decision of tasks of High School;
• process approach to organizing all activities;
• a systems approach to management;
• permanent improvement of product quality.
Generally speaking about the correlation concepts between “QMS” and “ISO 9001”, they can not be equated. QMS is a system; ISO 9001 is a standard document that formulates specific requirements for QMS.
What is ISO?
The international community has entered a new stage of development of quality management - quality planning.
The primary goal facing of production manufacturers and service providers at this stage is full satisfaction of the consumer.
This tendency found its reflection in the new version of standards ISO (International Organization for Standardization) of family 9000.
ISO is an international organization for standardization.
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies (ISO member bodies).
The purpose of ISO is the development of principles of standardization and projecting based on these standards that facilitates an integration processes in various areas and activities.
Standard ISO 9001:2008 is a “standardized quality philosophy, task of which to organize thinking in a certain way”. However, the requirements of the standard should be adapted “to universities grounds”.
The requirements of ISO 9001:2008 are not related to the content of activities of scientists and tutors of high institutions they only regulate the processes of their activities. Standard ISO 9001:2008 does not concern the structure and contents of scientific research and educational programs, methodologies and technologies used in scientific and educational processes. Standard ISO 9001:2008 does not operates in the classroom where the tutor uses an academic freedom given to it, to implement his scientific and methodological potential, pedagogical abilities of tutor and educators.
An important requirement of ISO 9000 consists of necessity to have a manageable normative base of a QMS in the form of totality of interrelated and mutually complementary consistent normative documentations of different levels. The basic principle of running the documentation and records of quality is the principle - the necessary document at the right time!
